One comment has caught my eye - there may be others...
You write, "a back tick (`) should come before the include
[ A.1.1 library source text include statement] directive.
The BNF is correct. The 1364-2001 standard defined a library
source include statement that causes the file to be read
and all references to files within to be relative
to the directory where the "include file" is located.
If one were to use `include instead, they would be looking
for files relative to the current library file location.
