A proposal (EXT-12) has been submitted to the SV-EC that covers
SV-BC-52. I propose keeping this issue open until EXT-12 passes. In case
EXT-12 does not pass, I will propose just the portion of the casting
operator that covers fixed size data types to the BC, since these are
synthesizable.
