Subsections 18.7.3 and 18.7.4 describe implicit port connections (.name and .*).

Because they are 3rd-level sub-sections, they do not even appear in the table of
contents.

They are major features, so they should be moved up a level, to become 18.8
"Implicit Port Connections".
