Thanks for the clarification.
As a suggestion: VHDL defines locally static and global static to mean
evaluatable by the parser and evaluatable by the elaborator, respectively.
These terms are defined in one place and are used everywhere in the LRM.
What you want here is a locally static constant (of type integer). Is there
no such term in the existing language?
