Please consider:

1. It looks that the redefinition of function_data_type, marked as
LRM45, was not applied to the BNF in section 10.3, although it is
applied in A.2.6.

2. The section 11.25 is called "Classes, structures, and unions",
although it never mentions unions in the text.
