Attached you will find a proposal on making the program block a purely
procedural construct instead of a hierarchical construct. The semantics
of the program block are completely preserved in this proposal, pending
the outcome of the simulation semantics working group. The hierarchical
nature of programs is preserved and enhanced by allowing the sequential
program block to occur in modules, eliminating the overlap between
program and module declarations and allowing test-benches to be
hierarchical.
