String methods are required. Annex C should be changed.

Subject: [sv-ec] Section 3.7 - string methods
As I'm putting together the BNF... I noticed that
Annex C is informational, not normative. So are the
string methods listed in Section 3.7 *required* to
be supported by tools or is this merely a suggested
list?
If it's required, I'll put them into the bnf.
If it's not required, then 3.7 needs to be changed to
a "suggested" list of string methods that vendors
"may" support.
