The notion of a non-existent handle is awkward. Null is simply the default (or uninitialized) value of a handle. It's not that the handle doesn't exist, but that the handle doesn't contain the address of a foreign object. I think the last sentence can be removed without losing anything.

While you are correct that some of the changes in CH-108 do exist in CH-107 the problem is that CH-107 was applied to the LRM and are in Draft 3 BUT they were not done completely. The CH-108 covers some of the things that were not completed correctly from CH-107 and therefore still need to be put into the LRM. This is bookkeeping.
