In reviewing the actions in the meeting today I find that the vote on EXT-16
is incorrect. We misread the operating guidelines and I am not eligible to
break the tie on company based votes. Based on the tie vote on EXT-16 I will
be forwarding this to Vassilios for his vote to break the tie.

Thank you for the work to refine and define the semantics of this extension.
