At the last chair's meeting we observed that the static queues which was
passed from SV-EC to SV-BC has not made it into the LRM. SV-BC requested
that we go ahead and handle this since we have completed all of our other
tasks. Here is a proposal that was created to address the static queue
support for 3.1a. This proposal contains a minor extension for the range for
a queue allowing a bound to be specified and some BNF changes (which
includes some rearrangement and clean-up as well.

We will process this at the meeting on the 19th. It is ERR-71.
