[sv-ec] Jeda SV-EC errata: #8 Behavior of the cycle_delay with 'Zero' value

   Behavior of the cycle_delay with 'Zero' value

Description:
   Current spec. does not have the definition of behavior on cycle_delay

with zero value.
   The suggested behavior with 'zero' value cycle_delay should be:

     1)If the current simulation time is on the clocking event (e.g. on
the edge of the clock), do nothing and continue execution.

     2)If the current simulation time is not on the clocking event, move

the execution to the next clocking event.
