[sv-ec] email ballot --(More Calrification, Guideline information)

 Eugene, and all members,
 I believe the procedures set out in the guideline document (sent
 to the sv-ec alias by Karen) explains all email-ballot items.
 
 In talking with Neil, I was made aware that the guidelines were
 not posted on any site in SV, and perhaps that could have caused
 some confusion about the voting procedures.
 I have updated the SV-EC site, the .pdf file for guidelines is
 placed at: http://www.eda.org/sv-ec/SV_OperGuidelines.html page.

 I do understand that everyone wants to help me and the committee
 to keep the process rolling, I do appreciate it.
 If there is any question please read the guidelines and consult
 with all. Ray sent out the portion on the voting procedures in
 his earlier email.
 I have updated the SV data base for those errata items on the
 ballot, converted the proposals to the .html format that is
 required, with some typo changes requested by members. I hope
 this helps expedite your review.
 
 Also, please note that any NO vote requires a reason. Any item
 with one or more NO vote will be discussed at the next meeting.
 Also note that you can send changes to your email vote until the
 close of the email ballot (midnight October 7, 2004).
