The data types on wires SV-BC subgroup was searching for a glossary term
that would describe the legal types allowed on wires, and thought that a
fixed-sized bit stream type would be accurate. They then discovered that
classes were mentioned as a bit-stream type in section 3.16, but there
was no text to support the functionality other than one line in an
example.
Note that the data types on wires proposal is irrelevant here; I was
just offering some history.
