Tom, you can certainly enter a Mantis item.  We can't of course
start any actual work on any proposal until there is a new PAR.

There are likely still use model issues here in terms of the
rules under which one can associated kinds of "refs".  Those
are resolvable at a technical level, but may lead to general
feature composition questions.  This will be a good thing to
talk about once we have a new PAR.
