[sv-ec] test

I made a change to the sv-ec email alias that should now allow what are
known as "administrative commands" to be allowed in the body of an email.
This is a test to see if it works as I expect. Over the years we have seen
this sort of problem with the various email aliases. Today I found the
following option that will hopefully correct the situation.

    administrivia (resend) -- updated to 'no' on 09/10/10 for sv-ec list
       Look for administrative requests (e.g. subscribe/unsubscribe) and forward
       them to the list maintainer instead of the list.
