The pending proposal for 3293 explicitly says it's a failure if the source expression is null, but hasn't been aired in EC as far as I know. We did discuss the possibility of relaxing that if the source expression is exactly the literal "null", but I didn't put that in the proposal for the sake of simplicity. 3293 is effectively waiting on agreement on this same issue.
