[sv-ec] Updated version of 2506

Hi all:

I have uploaded an updated version of 2506 (_v6) based on feedback given during the vote. The changes between _v5 and _v6 include removal of two covergroup options (effort_limit and study), addition of changes to the BNF in Annex A, and the addition of a restriction in 19.6 on the visibility of cross functions (Functions declared within the cross shall not be
visible outside of that scope.). Please let me know if I have missed any changes that have been suggested.

I would encourage those who haven't yet had the time to review the proposal to go through this version prior to the next SV-EC meeting.
