[sv-ec] Close mantis 1091

Mehdi,

Please put 1091 on the agenda (or e-mail vote) to close.

This was an alternative proposal to what is now SystemVerilog. This issue should be closed as already implemented by SystemVerilog. If there are remaining features that have not been addressed by SV, they can be entered as individual mantis issues if not done so already.
