[sv-ec] Grammar update to 2506

Hi all:

I have attached a version of 2506 that has an updated grammar. I wanted to get your feedback on the changes before getting an opinion from Brad. Are these the type of grammar changes folks expected? Are there errors?

As I was making this change I noticed that giving us a crisp way to talk about exactly what is allowed in various expressions will induce changes throughout this proposal as well as require changes in additional sections of clause 19. I believe it is an improvement, but the changes will be larger than I expected.
