[sv-ec] Proposals for email vote (or Sept/26 meeting)

I've uploaded a revised proposal for 3001 reflecting yesterday's
discussion. Perhaps it can go in the email vote.

Also a candidate for the email vote: close 1442 (clocking blocks legal
in modports) as a duplicate of 1439 which is already resolved.

Finally, I've sent a separate mail concerning 1067 (clarification of
value read from out-of-bounds array element); this is probably for BC to
decide, but it has EC-related content too.
