Though I have some slight concern that it is not entirely clear that the arguments to be passed are those for the constructor actually being called. The statement that "Arguments may be passed to a typed constructor call if appropriate, just as for an ordinary constructor" might be interpreted as saying that you would pass the same arguments as for an ordinary constructor (i.e. the one for the base type) as opposed to the same arguments as if you were calling the derived class constructor as an ordinary constructor.

Though I am ambivalent about the need to allocate the element before reading it in increment operations. I agree that it is needed when passing by reference.
Don't we need a similar proposal for queue elements, which can also create an element as a side-effect of writing to an element just beyond the last one?
