Brad's LRM quote only covered functions with output and inout arguments.
The rule Daniel was looking for is in 11.3.6 of 1800-2009:
"It shall be illegal to include an assignment operator in an event expression,
in an expression within a procedural continuous assignment, or in an
expression that is not within a procedural statement."
Section 11.4.2 refers to the "increment and decrement assignment operators",
which implies that these would be included in the rule in 11.3.6 about
assignment operators. If that rule appeared in 11.4.1, where the other
assignment operators are discussed separately from the increment and
decrement operators, that wouldn't be as strongly implied.
