[sv-bc] Everyone can participate in this month's SV-BC scope document preparation (the top-25 list)

I attended the P1800 teleconference yesterday, and learned that the
rules that have been discussed in the reflectors this week are
irrelevant to us at this point in the project, when we are developing
the scope document for SystemVerilog-2012.

Why? Because until the new PAR is approved, P1800 is not a Working
Group, but instead is a Study Group, and everyone can participate.

The P1800 is actively working on getting clarification about the rules
that will apply to us after the new PAR has been approved, but until
then, they don't matter to us when trying to fulfill our P1800
assignment of constructing a top-25 list.

If you care about the scope of SystemVerilog-2012, please show up to
the next few SV-BC meetings.
