Summary of operating guidelines for the P1800 Technical Committees
------------------------------------------------------------------

There has been some recent discussion about new IEEE membership rules and
how those new rules will affect the operation of the P1800 Working Group.
The P1800 is in the process of getting clarifications on how to implement the
new IEEE membership rules. The P1800 does not yet have a PAR in place. The
process of obtaining a new PAR is currently in progress. While this process
continues, the Working Group is being referred to as a "Study Group". While
the P1800 is still a study group, the Technical Committees will be operating
under the following rules.

- Everyone is allowed to participate

   The IEEE Standards Group has created a two-tier membership structure.
   There are "Advanced" members and "Basic" members. While the P1800 is
   considered a study group, it doesn't matter what your membership level
   is, you are allowed to participate in the Technical Committees. You are
   allowed to participate at this point in time, even if you are a non-member.

- Voting Rights are being reset

   As is customary at points such as this, the voting rights within each of
   the Technical Committees will be reset. We are expecting to reset the voting
   rights again, once the new PAR has been put in place. Everyone is allowed
   to vote in the first 3 meetings. The 2 out of last 3 meetings rule goes
   into effect after the first 3 meetings have been held.

- Mantis items may be created and resolved

   During the Working Group meeting last week, it was clarified that the
   technical committees are not allowed to close mantis items. This is
   consistent with the Operating Guidelines under which the Technical
   Committees were operating under during the last PAR. Mantis items don't
   get closed until their resolution is approved by the Champions and the
   Working Group.

   The Working Group will not be able to approve any work done by the Technical
   Committees until the new PAR is put in place.

- Enhancements may not be approved by the Technical Committees at this time

   Resolving duplicates and errata that won't be fixed allows the lists of
   mantis items to be made more manageable. Resolving errata is also allowed at
   this time. This is consistent with the IEEE policy of allowing the
   committees to clarify the existing LRM. Approving enhancements does not
   fit into this framework.

- The Operating Guidelines used for the last PAR are currently in effect

   The same set of 4 Technical Committees remain in place (SV-AC, SV-BC, SV-CC
   and SV-EC). The SV-SC no longer exists. Any work that would have fallen
   under the SV-SC will now be addressed by the SV-AC.
