[sv-bc] Potential issues to be considered for sv-bc 'Top 25' due Apr 26th

Hi All.

In order to whittle down the numerous issues being considered for the SV-BC 'Top 25', the SV-BC has agreed that all issues for consideration must be submitted by April 26th.
