Added a new worksheet to the Top 25 Google Spreadsheet titled
'Votes for April 26'

The issues are now sorted by the average vote priority of those who have
voted to-date. This should start to give insight into issues that
you care more about. We need more input to get a more accurate picture.
Moreover, I would like to weight order by # of votes.
