[sv-bc] Port declaration issues (Mantis 3056)

Hi,

I split up the master port declaration and connection issue Mantis 2315, into two.

Mantis 2315 is now the master port connection issue only,
whereas Mantis 3178 is now the master port declaration issue.

As per Mantis 3056, I am working on classifying, grouping, and summarizing the port declaration issues.
I am not working on the port connection issues.
