My personal opinion is that it is poor programming practice to put
declarations in $unit in any significant design - use packages instead.

Library files(-y and -v) are not part of the standard, so whether
content is allowed outside a design element is beyond the scope of the

(individual files, or library directories) can contain content, such as
typedefs, outside the design element declarations.
