[sv-bc] feedback regarding consensus for Mantis 2081

Per the August 15 meeting, I am posting the current SV-BC consensus
for resolving Mantis 2081 http://www.eda.org/svdb/view.php?id=2081
seeking feedback.

The SV-BC consensus is to update 9.2.2.2 such that task enables may appear
but are not considered combinational logic. May want to clarify that input
arguments of task or function calls are considered as part of the implicit
sensitivity. May want to clarify the behavior for calls to static class
methods called through class scope modifiers.
