[sv-bc] port declaration issues

Hi,

I have been working on some of the port declaration issues, of which the main one is integrating interface port declaration rules into the general description of port declarations.

Time is running out for us. The deadline for SV-BC approval of Manti is October 1, and I probably will not be able to attend the September 12 meeting.

So I am attaching a draft of the work I have been doing in order to get early feedback. This is still work in progress and does not presume to be complete. In particular, I am not yet comfortable with the lines that describe how to determine whether a port is an interface port if a port kind is not explicitly declared.

I don't plan to even try to be able to cover everything in the short time we have left, but I would like to have something that is an improvement and progress over the current text.
