[sv-bc] Manti 2081 and 3564

Hi,

Both Mantis 2081 and 3564 add new paragraphs to subclause 9.2.2.2.1. However, the order of the insertions from the two proposals is not specified. In my opinion, the new paragraphs from 2081 should precede the new paragraph from 3564. Note that 2081 was approved by SV-BC before 3564 was approved by SV-AC.
