I asked around, and an IEEE standard is valid for 10 years from the date of approval. If not allowed to lapse, it can either be renewed "as is", or can be enhanced through the PAR process. An approved PAR is valid for 5 years, but even after that there is a process to request an extension of the PAR. So theoretically, the Working Group could do nothing until 2022 and go for an as-is renewal, or could open a PAR immediately and draft enhancements for 7 years, or anything in between.
