As part of the ongoing effort to avoid confusion, may I
please beg for the following alternative...
A nested module that is not explicitly instantiated shall be
implicitly instantiated once, if and only if it has no ports.
Forgive me if I'm wrong, but don't we also need to stipulate
that the implicit instance has an instance name that's the
same as its module name?
