[sv-bc] priority case with default

In standard verilog the default in a case statement does not have to
come at the end, but it is treated as though it were the last case
choice. For a priority case, if the default occurs before another
choice, is the default always chosen instead of subsequent choices, or
is it again treated as though it were the last choice?
