[sv-bc] New Bug System

Greetings,

There is a new bug system available for the errata work within the SV committees. This system can be accessed at: www.eda.org/svdb

You can log into this account with a guest access using the login guess and the password guess. This is a browse only login and
password.

Each of the committee chairs and co-chairs now have access to these accounts with manager privileges. As individuals are assigned to
respond to errata new users will be created (or at the request of the responsible chair).

There will also be some guidelines development that can be used to define the process of using the system.
