[sv-bc] Errattum - Enum values

Based on the discussion of the thread at
http://www.eda.org/sv-bc/hm/1772.html, I propose the following erratum
to take care of both signed and unsigned enum values.

Add after the sentence in section 3.10 "A name without a value is
automatically assigned an increment of the value of the previous name."
the following sentence:
"It shall be an error if the incrementing the previous value causes an
overflow within the significant digits of the enumerated type."
