[sv-bc] SVDB Operating Procedures and Champions pages are available

Hi, all,

        In the P1800 meeting this week, the SV DB Operating Procedures describing the process for handling issues and the SV Champions who will work to keep all of the committees in alignment were both approved. I have set up web pages reflecting both, and modified the SV web page to have pointers.
