[sv-bc] Proposal for 213

SV-EC discussed this and conducted a straw poll. Most people approved
making the wildcard compare operator asymmetric. A few people preferred
having both the existing symmetric operator and a new asymmetric one.

At Brad's suggestion, I have made a proposal in two parts: the first to
add asymmetric wildcard compares, and the second to remove the existing
symmetric compares. The asymmetric version uses a slightly different
syntax to make it clear which operand contains the wildcards, which would
allow both operators to co-exist if desired. Passing both proposals is
equivalent to replacing the existing operator.

The proposals have been uploaded into the database.
