There were a few proposed changes to the relevant sections, which the
subgroup decided to send to the SV-CC rather than the SV-BC, so they
didn't appear in the SV-BC proposal. Since Francoise Martinolle
found the issues, we may have assumed that she would give them to the
SV-CC.

In addition to those text changes, some changes to the VPI diagrams
are also needed. I believe Steve Dovich was going to try to do
something with that.
