[sv-bc] SV LRM Review Status for 168, 328 & Section 23

I reviewed the changes for issue 168 and have sent my comments
on to Kathy McKinley. I believe there are problems but will
rely on Kathy to deliver the final feedback.

I reviewed issue 328 and sent my comments to the owner, Stuart
Sutherland.
I believe there are no problems with the incorporation of this change.

Lastly, I reviewed Section 23. I did not find any problems with it.
