But the proposals define pretty exactly what the intent of the wording needs to be. Until now, there was not agreement that there is a problem, and if so, how to solve it. Only after passing that stage is exact wording important. I don't think lack of exact wording is justification for not discussing a comment. If there will be agreement on the problem and the solution, then someone will be able to work on the wording. There will hundreds of comments. Only a minute number proposed exact wording.
