[sv-bc] Process change for ballot editing issues

Hi, all,

	To ease Stu's task of identifying issues that were edited incorrectly into the LRMs, we would like to modify the process to the following when an issue requiring re-editing is found:

1)	Add a bugnote to the issue indicating what the editing issue is
2) 	Send mail to Karen and Stu indicating that there was an issue
3)	Move the issue back to the SV-LRM category
4)	Move the status of the issue to feedback

By putting the status into feedback, Stu can quickly identify that this is a re-edit and he needs to check the bugnotes as opposed to attempting to implement the change in the proposal.

I recognize that there are a number of issues that have already been moved back to status:new.  It would be nice if we could move all of those to status feedback.  At a minimum please follow this new process for all issues going forward.
