[sv-bc] 6.5: port connections of signed nets

P1800, 6.5 says, "There is no change in the treatment of the signed property across hierarchical boundaries."

This could be interpreted to mean either that a signed net remains signed when crossing hierarchies, or that the treatment of the signed property remains as in P1364. I hope the latter is true.

P1364, 12.3.11 says, " The sign attribute shall not cross hierarchy. In order to have the signed type cross hierarchy, the signed keyword must be used in the object's declaration at the different levels of hierarchy."
