Re: [sv-bc] 6.3.5 Hierarchical references in parameter assignments

 From a general consistency perspective, I view hierarchical references
to parameters in an instantiation statement as being of the
same character as a defparam; both can create cycles and hard
to reason about behavior.  I'd like to see the use of hierarchical
parameter references in module instantiations deprecated along
with defparam.  Part of the original intent of defparam is to
have a top-down parameter flow so I think that keeping these
two aspects in synch makes sense.
