[sv-bc] Mantis item 1246

In doing my action item for 1246, I realized that there is another reason
why we don't have to say anything about line comments in macro actual
arguments.  Even if you interpret the actual as being arbitrary text,
including line comments, you would also include the newline at the end
of the line comment (since it must come before the comma or right-paren
that ends the argument).  That would terminate the line comment at the
end of the original comment text.

The reason there was a problem with line comments in macro text is that
the macro text apparently doesn't include the newline that terminates
the text.
