[sv-bc] Minutes of Feb 6, 2006 meeting posted: Please Review

Hi All.

I've posted the minutes for today's meeting:

feedback and ensure that they were accurately captured.  If 
there are any discrepancies please respond with specific 
changes to correct them.  If the changes are significant, I 
will submit them to an e-mail vote to be initiated on Feb 13th.
