Changing from querying compiler directives to querying command line
options would avoid the issue of directives embedded in the source.
Querying on a per-module-instance basis would avoid the issue of
different options used for different compilations.

However, command line options are tool-specific, so any attempt to
use such a mechanism would not be portable across tools.
