Suppose you have file test.v that you want to insulate against any command-line switches. test.v might have `undefineall as the first line in the file. Any `defines would follow. Then test.v will behave the same regardless of any -define switches on the command line. I think you or Yulik suggested that `undefineall should not apply to macros defined on the command line.
