[sv-bc] Proposal for mantis 330 uploaded - support of SV types with file I/O

The proposal address a few issues related to SV types used with file I/O
tasks 

 

1.	unpacked array of bytes should be treated like strings
2.	unformatted, unpacked types should be an error
3.	Users want to output unpacked types for ease of debugging. It
may not be possible to get golden log file compatibility between tools,
but we should have convergence in the source description for the
statements that output these data types.
