Yes, in both Syntax 4-1 and Syntax 4-3.  Also, these footnotes should be
hyperlinked.
 
And in Syntax 4-1, the footnote in variable_decl_assignment should be 15
instead of 16, and should be hyperlinked.

The footnote 24 in the syntax box of section 4.2, enum_base_type
production is wrong.
It should be 23 and not 24.
